Create a scripts registry for tree, treehouse, and nim Lua runtime scripts

Description
Similar to how landconfigregistry was created for configuration, consider creating a dedicated scripts registry for tree, treehouse, and nim scripts written for the Lua runtime. This would centralize script management and discovery.

Grooming: changed category from bug to feature, set priority to medium, changed project from cindy to land, rewrote title and description
Nebula's reasoning: This is a feature idea asking whether to create a scripts registry analogous to landconfigregistry — not a bug. Recategorized as feature. Set priority to medium since it's a valuable architectural idea for centralizing Lua script management but not urgent. Changed project to land since it relates to the land ecosystem registries (landconfigregistry, landregistry). Rewrote the truncated auto-generated title to clearly describe the proposal, and cleaned up the description to be a proper feature request rather than a question pasted as-is.
